Minority Rights Group (MRG) is seeking a qualified consultant or consultancy firm to conduct a baseline survey for the EU-funded Movement on Disability Equality in Thailand’s Southern Border Provinces (MODE-SBP).

The programme focuses on advancing the rights and inclusion of persons with disabilities, particularly women and youth, across Pattani, Yala, Narathiwat, and parts of Songkhla. MODE-SBP aims to build community leadership, strengthen CSO capacity, enhance service access, and foster advocacy to influence policy and social change.

The baseline study will establish disaggregated data against programme indicators, map stakeholders and power dynamics, and provide analysis on gender, disability, and risk contexts. Importantly, the baseline findings will be used not only to track progress but also to inform advocacy strategies, public campaigns, and EU visibility materials throughout the programme cycle.

Scope of consultancy:

  • Conduct desk review, stakeholder mapping, and field data collection in target provinces.
  • Analyse findings with clear disaggregation (sex, age, disability, location).
  • Deliver advocacy-ready insights for policy engagement and community mobilisation.
  • Present accessible outputs in line with EU visibility guidelines.

Consultancy period:
Approx. 60-90 days (May–July 2025), inclusive of fieldwork and reporting.

Total consultancy fee:
The total consultancy fee, including tax, for this assignment will be proposed by applicants

Required qualifications:

  • Proven experience in baseline studies, preferably in complex, conflict-affected contexts.
  • Expertise in disability inclusion, gender analysis, rights-based approaches, and advocacy-oriented research.
  • Understanding of EU-funded programme requirements and visibility standards is an asset.
  • Strong commitment to ethical research and safeguarding.
